Subject: Serbia, May 2015, No amendments!
 
 
To the Government of Serbia,
To whom it may concern,

Serbia’s stray dog tragic story shows these days that, after more than ten years, animals are still victims of brutal, barbaric and organized neglect, mistreatment and abuse. Serbia's government officials do not protect these mistreated animals, they treat them like garbage on the streets needing to be cleaned.

Today, and years behind, abandoned animals are the target of hunters, raging dog catchers, animal haters and cruel kids; every day being victims of poisoning, clubbing, hanging, burning, shooting, stabbing and slaughter.

We are horrified to learn that Serbian municipalities hire private companies registered for disinfection and pest extermination to “CLEAN” streets from dogs and cats! Those animals which survive, are infected with deadly diseases and left to die without food or water.

But Serbia has a NO-KILL law. Citizens of Serbia try to protect animals and have those prosecuted who torment, abuse and kill dogs and cats. But this is not in the interest of the Government. The Government wants to change the NO-KILL law and to LEGALIZE massive killings!

With the proposed Law amendment, the Government of Serbia protects the interests of a small group of corrupted people, who will take advantage of this change in the law to kill even more animals, or to sell them for experiments, prostitution with animals, dog fighting or illegal breeding – where female dogs are used till their last breath, for the sake of bloody profits.

Local authorities are administrating local dog pounds all over Serbia, dog catchers use brutal catch-methods and barbaric methods to kill dogs, so cruel that it is hard to describe.
They did this before, and nothing will stop them from applying barbaric, horrific and cheap ‘euthanasia’ methods: killing with sticks and rocks, torturing animals, by injecting poison or by hanging!

Dogs from City Hall pounds are living under very tragic conditions, without food and proper medical care, on these animals they perform operations/ sterilizations while animals are in very bad health conditions, without proper post-operative care, no sedatives, just laying on cold concrete floors in extreme pain.

The way a society treats it’s companion animals, reveals that society's sense for humanity and respect for life. A benevolent animal welfare system would certainly enhance Serbia’s  reputation among civilized nations.

Animal ‘shelters’ have become centers of cruel, disturbing, unethical money laundering and profit making. No records are kept nor is there any accountancy to show to anybody.

Therefore, we request this extremely grave issue to be handled in a serious and humane manner! Decent, humane sterilization of animals should be a priority and accesssible to everyone!

The animal tragedy taking place in Serbia breaks many national and international laws, such as  the European Convention on the Protection of (abandoned) Pet Animals, the Universal Declaration of Animal Rights, the International Animal Protection Regulations, as well as those describing Human Rights!
 
Therefore, we want NO changes to the NO-KILL law, we want humane, civilized animal protection and welfare laws in Serbia!
