Minister, Ambassador, Sir, Madam, To whom it concerns :

We as international animal friends regardless of race, religion, political background or country, strongly protest against the Kedah State Government in Malaysia for continuing the killing of stray dogs because of some rabies cases in the past.

We urge the Kedah State government to immediately stop the killing order, as Penang State and Perlis did lately.

Please, replace massive killing of homeless dogs in Kedah with massive vaccination programs; WTO, WHO and WVS already stated that massive vaccination will work effectively, in comparison with massive killing. They completed successfull missions in Africa, Bali and India.

Please be humane and compassionate and change your tactics.

-----The Chief Minister of Penang - Lim Guan Eng, had cancelled the previously ordered rabies vaccines at the same time as he cancelled the order of killing homeless dogs.

The president of Hong Kong Non-Profit making Veterinary Service Society (NPV) – Mark Mak, criticized Lim’s action, this should be condemned by the WHO for placing both people and animals in jeopardy!
Lim mentioned in the press this morning that the order for vaccinating housedogs might remain in effect. But the vaccines order was cancelled.
Mak commented that Lim had no intention of preventing rabies by vaccinating homeless dogs!

Which implies another massive killing of the homeless dog in the future.  Meanwhile, vaccinations by the Veterinary Bureau is only meant for housedogs.

It is time for the NGOs to perform vaccinations for the abandoned dogs, Lim says. Well, Lim is responsible and should allocate funds for this!

Since September 21st there has been no case of rabies detected in Kedah.   Penang and Perlis stopped the killing.

But Kedah is still killing, the Sungai Petani Council MPSPK is aggressively killing even at night with 20 men!

So we urge you and plead with the Kedah State Government to stop the killing immediately and replace this by a massive vaccination program in cooperation with the WVS and the local Kedah NGO!

As for Penang State Government, massive vaccination programs are your responsibility in Penang state, as well due to the rabies outbreak, which is a social problem.
It’s time now to relocate funds to take action instead of throwing the ball to the local NGO!

As for the Malaysia Federal Government : please fund a massive spaying and neutering program for the homeless dogs to control and reduce the population in your country and heavily fine those irresponsible owners who abandon their pets and let them breed.

Urging you once more to stop the barbaric killing of sentient beings, it’s very unethical, uncivilized and upsetting and has been proven ineffective to control your country’s  stray animals population for 58 years now! Let’s make a change, and avoid these cruel acts!
Please end this now!

Sincerely :
