Madam, Sir,

We are writing to tell you that we are horrified of the recent illegal poisoning and killing of dogs in Donji Vakuf.

We understand that citizens have even killed dogs who are already sterilised under a publicly funded campaign.

Please, we ask that you ensure the perpetrators of this vile act are brought to justice, and that the citizens of your municipality are educated regarding the effective and legal method of curbing the stray dog population: TNR (trap, neuter, release). We ask you to ensure the government authorities, the police, the local media and the veterinary inspectorate work together in implementing the BiH animal welfare laws and continue to implement sterilisation of stray dogs. Dog shelters are not the solution, as is evidenced throughout Bosnia Herzegovina whereby these ‘shelters’ become worse than concentration camps for dogs and are used to launder public money.

The animal welfare laws of Bosnia Herzegovina are good, applicable laws but the issue of the failure of the BiH authorities to apply even the barest minimum of the law to ensure the safety of the animals must be immediately addressed. We are sure you are aware of the numerous studies showing that those who are cruel to animals are likely to commit crimes against people. Furthermore, if you do not bring the perpetrators to justice, you send a message to the younger generations that breaking the law goes unpunished and that it is acceptable to torture and kill animals.

We urge you to implement internationally agreed-upon guiding principles on humane stray dog population control and management and allocate resources to ensure that such principles are followed in an ongoing and systematic manner, which is the only viable solution to curbing stray dog and cat populations.

As citizens of Europe, we strongly seek that Bosnia Herzegovina take ACTIVE, URGENT and RESPONSIBLE decisions to immediately call off the suffering of thousands of dogs in her country, directly, or through drastic European measures called upon the country.

We appreciate your interest in the situation of street dogs in Sarajevo. It is obviously good to convey the views of concerned citizens from Bonia or abroad to local authorities. However, you should also understand the fact that embassies do not always have the capacity nor the time to every warning and concern from abroad to raise their counterparts abroad.

We also believe that the policy on stray dogs far state of foreign standards and practices, but I hope to convince you that the local authorities, with the help of many associations working for animal welfare, are working to find an adequate solution for street dogs moreover increasingly pose a threat to the inhabitants of this city. In recent years, the Sarajevo Canton Government has declared a ban on the murder of street dogs. It was decided that there had to be two large shelters built where street dogs could be accommodated. That ban, and the lack of money for construction, has led to the number of stray dogs increasing at a very fast pace. Thus the authorities had, in addition to the money for animal shelters also committed resources and manpower to neuter stray dogs. In a transition country like Bosnia, money issue is often a major barrier to solving problems. Meanwhile, many organizations have, through fundraising and public campaigns, used to accelerate construction procedures of animal shelters and caring volunteers daily to the health of street dogs.

In order to take away your concern, I want to assure you that the embassy will, in its contacts with the authorities, continue relating to the alarming situation regarding stray dogs, and attention will be asked for a speedy resolution of it.
